According to the NYC Comptroller's FY25 Annual Report on M/WBE Procurement, only 5–8% of contract value actually reaches certified firms, and just 22% of certified businesses won any new City business at all last year. The mandate exists. The infrastructure to route demand to supply does not — until now.
